EU Says Canada Could Become First ‘Associate’ Member Amid US Tensions

Canada could become the European Union’s first “associate member” as it looks to strengthen its international relationships amid escalating trade tensions with the US and President Donald Trump.

European Commission President Ursula von der Leyen said Wednesday that she wanted to “open the door” to the new arrangement, which is not currently defined in EU treaties.

“In short, we want to bring the relationship with Canada to the highest level possible,” von der Leyen said at the EU’s State of the Union address.

The proposal would deepen cooperation on manufacturing, AI, critical minerals, energy, defense, and Arctic policy.

Canadian Prime Minister Mark Carney has sought closer ties with Europe after US-Canada trade talks collapsed last month, prompting retaliatory tariffs. Canada is not seeking full EU membership.

Canada and the EU already have a trade agreement, but the proposed associate-member status would signal a deeper political and strategic partnership.

Von der Leyen did not spell out exactly what rights or obligations an associate member would have, and creating the status could require legal and political work within the EU.

Dear @MarkJCarney we want to bring the relationship with Canada to the highest level possible.

I would like to work with you on opening the door for Canada to being the first associate member of the EU.

For Canada, the move would fit Carney’s broader effort to diversify the country’s trade relationships as its closest ally and largest economic partner becomes more unpredictable.

The US and Canada have been locked in a tit-for-tat tariff dispute for months.

Canada this month imposed new duties of up to 50% on hundreds of US imports, including cheese, honey, and aluminum foil, in retaliation for the Trump administration’s tariffs on Canadian goods.

Trump then announced further tariffs on some Canadian products and bans on certain alcohol imports. He has also threatened to block Canadian aircraft maker Bombardier from selling planes in the US.

The trade dispute has expanded beyond economics.

Trump issued an executive order in August seeking to rename Lake Ontario “Lake America,” a move Carney rejected, saying Canadians would continue to call it Lake Ontario “then, now and always.”

Carney appeared to invoke that concern for Canadian sovereignty in an X post on Wednesday, saying a stronger EU partnership would benefit “our economies, our security, and our mutual sovereignty.” “We’re working fast to forge it,” he added.

Canada, however, remains deeply tied to the US economy: more than three-quarters of its exports go south of the border, and industries including autos and energy are tightly integrated across the two countries.

That makes any pivot toward Europe difficult to execute quickly.

Still, closer cooperation with the EU could give Canada another outlet for its energy and critical minerals resources, while helping Brussels secure supplies and strengthen partnerships with like-minded countries at a time of growing geopolitical uncertainty.

“This is not a partnership against anyone else but for our common strength,” von der Leyen said. “And dear Mark, I said we must urgently re-imagine our partnerships.”
